The operation took place on Wednesday, March 5, around 2:30 p.m. in Kent, where members of the Putnam County Sheriff’s Office Narcotics Enforcement Unit intercepted the suspects when they arrived to sell the drugs, according to Sheriff Kevin J. McConville.

The suspects were identified as Orange County resident Jamel Donaldson, 31, of New Windsor, and New Jersey resident Paul Roeser, 27, of Mahwah.

Donaldson, who is on parole for robbery, was charged with two counts of third-degree criminal sale of a controlled substance, two counts of third-degree criminal possession of a controlled substance, and fourth-degree criminal possession of a controlled substance, the Sheriff's Office said.

He was arraigned in Kent Justice Court and ordered held without bail due to multiple felony convictions.

Meanwhile, Roeser was charged with fourth-degree conspiracy and issued an appearance ticket for a future court date.
